If a wedding is worth twenty thousand or more to the venue, and one showround in three becomes a booking, and one enquiry in three becomes a showround, then nine enquiries produce a booking.
Even at a hundred euro an enquiry that is nine hundred euro of marketing against twenty thousand of revenue. Venues routinely reject costs per enquiry that the arithmetic says are comfortable, because they are comparing them to restaurant numbers.
